Mr. Sharma is a member of the Rajya Sabha and represents
the state of Himachal Pradesh. He is, presently, the official
spokesman of the Congress Party, a position he also held in
1989. He is also a member of the Parliamentary Standing Committee
on Defence in the current Lok Sabha.
Well-conversant with Parliamentary and Legislative procedures
and International Law, Mr. Sharma has presided over the sittings
of the House for two years from 1986-1988 as a member of the
panel of Chairperson of Rajya Sabha.
Mr. Sharma was the Chairman of the First Non-Aligned Youth
Conference; National Preparatory Committee for XII World Youth
and Students Festival; International Youth Conference Against
Apartheid; World Youth Action Against Apartheid; and Indian
Anti Apartheid Movement. He is, currently, the Chairman of
Indo-South Africa Friendship Association.
Mr. Sharma has been a member of several official Indian delegations
abroad. He was a member of the Indian delegation to the UN
General Assembly session and Special UN session on Palestine
at Geneva in 1988. He was also a member of the Indian delegation
to Afghanistan in 1988-1989, member of the Commonwealth Observer
Group to Namibia in 1989, member of the Indian delegation
to ANC Conference in Durban, South Africa and a member of
the Commonwealth Observer mission to South Africa in 1992.
He was also a part of the Indian National Congress (INC) delegation
to UK in 2001 and INC delegation for the Labour Party meeting
at Bournemouth in UK in 2003. In 2004, Mr. Sharma went to
Malaysia for the United Malay National Organization's 55th
Annual Conference at Kuala Lumpur as a part of INC delegation.
Mr. Sharma was also appointed Commonwealth Secretary-General's
Observer for South African Transition Process and Elections
in 1994 and was special envoy of the Prime Minister to Algeria,
Sahara, Tunisia, PLO and South Africa from 1988 to 1992.
A lawyer by profession, Mr. Sharma was a visiting faculty,
Harvard, School of International Studies and School of Asian
Studies, Columbia University, New York, in 1988.
