Mr. Kumar is a member of the Rajya Sabha from Punjab. He has been a member of several important Parliamentary Committees. He is, currently, Member, Standing Committee on Commerce. In the past, he has served as Member, Standing Committee on Energy(2002); Member, Consultative Committee of Parliament on Finance; Member, Indo-Japan Parliamentary Friendship Society; Member, Indo-China Parliamentary Friendship Society; Chairman All India Congress Committee (AICC); Member, AICC Economic Policy Introspection Group; former Spokesperson of the AICC & Member, Media Committee, AICC.

Mr. Kumar is an LL.B and M. Phil in International Law. As a Senior Advocate of the Supreme Court of India, he is Member, Executive Committee LAWASIA Energy Law Section; and Member, International Bar Association.
Mr. Kumar was the Former Additional Solicitor General of India and Associate Visiting Professor, Institute of Peace & Development, University of Nice in 1994.

Mr. Kumar was a part of the Parliamentary Goodwill delegation to China led by Honorable Speaker of the Lok Sabha. He was also the Non-official Member of the Indian Delegation to the sessions of the UN General Assembly at New York in 1986 & 1996. In August 2002, he was invited to attend the International Conference on Federalism organized by the Swiss Federal Government in St. Gallen (Switzerland).
