Mr. Baxla is serving his fourth-term as a member of the Lok Sabha from Alipurduar constituency of West Bengal. Earlier, he also served in the eleventh, twelfth and the thirteenth Lok Sabha, consecutively.

Mr. Baxla is a member of Parliamentary Committee on Labour and the Committee on Empowerment of Women. During his previous stints in the Lok Sabha, he served on several other Parliamentary Committees, such as, committee on Communications, Consultative Committee, Ministry of Railways, Committee on Finance, Consultative Committee, Ministry of Communications, the Committee on Private Members' Bills & Resolutions, Committee on Labour and Welfare and Consultative Committee in the Ministry of Railways.

A graduate from St. Xaviers College, Kolkata (West Bengal), Mr. Baxla is a political & social worker and a trade unionist. He has been actively pursuing welfare programmes pertaining to the upliftment of the backward community, patronizing groups and cultural societies, taking keen interest in development, health-related programmes through government and NGOs.

Reading, visiting villages, listening to music and watching sports events are his favourite pastimes and cricket, football, hockey and badminton are his other favourite sports.
