Mr. Sibal is an LL.M. from Harvard Law School. He joined the bar in 1972 and was appointed the Additional Solicitor-General of India in 1989, but resigned in 1990. He has been elected as the President of the Supreme Court Bar Association thrice, in 1995, 1997 and 2001.

Mr. Sibal specialized in the field of Constitutional Law and has appeared as amicus for Supreme Court in issues of Constitutional importance. He has been associated with some historic cases and landmark judgments. Mr. Sibal represented Dr. Shankar Dayal Sharma, the then President of India, in an election petition filed against him. He addressed Parliament in the historic impeachment proceedings against Justice V. Ramaswamy, a sitting Judge of the Supreme Court of India in 1993, the first ever, against a member of the superior judiciary. Mr. Sibal has appeared for the State of Haryana in the Ravi-Beas River Waters Tribunal for distribution of Ravi-Beas waters between Haryana, Punjab and Rajasthan, and territorial dispute between Punjab and Haryana, where the Hon'ble Supreme Court has recently ruled in favour of Haryana.

He was also instrumental in a landmark judgment of the Supreme Court of India, where the Court opined that Doordarshan has no monopoly in the broadcast of sports events. This became the precursor to the proposed Broadcasting Bill, whereby air waves will no longer be the monopoly of the Government.

As a Member (1991) and Chairman (1996-2001) of the Working Group on Arbitrary Detentions set up by the Human Rights Commission, Mr. Sibal actively participated in the activities of the Commission. He led the Indian delegation to Human Rights Commission in Geneva, and also visited Vietnam, Bhutan and China to report on the human rights situation and alleged violations in these countries, respectively. He was nominated as Member of the Joint Parliamentary Committee to investigate the Stock Market scam of 2001.

Mr. Sibal was elected as the Member of Parliament (Congress) in the Rajya Sabha in 1998 and has served as the official spokesman of the Indian National Congress. He has been nominated as the Member of the Press Council of India and is also serving as a Convenor of the International Policymakers Conference on HIV/AIDS.
