Mr. Swain is a member of the Lok Sabha from Balasore, Orissa. He is a serving member of several important Parliamentary Committees, such as, Estimates Committee, Committee on Finance, Rules Committee and Business Advisory Committee.

During his previous stint in the Lok Sabha, Mr. Swain served as a member of the Consultative Committee, Ministry of External Affairs; Joint Committee on Patents Amendment Bill, 1999; Joint Committee on Offices of Profit; Committee on Finance; Rules Committee; Consultative Committee, Ministry of Human Resource Development; Committee on Railways and Committee on Members of Parliament Local Area Development.

Mr. Swain who was educated at the Utkal University is a Masters in Political Science. He is an artist, a civil servant and a journalist by profession. He served as a member of the Council of Indian Institutes of Technology (1998-1999).

Mr. Swain is also the author of books Anya Loka Ilaka and Babu Aasithile (Short Stories Collection). He has contributed short stories and literary essays in several prominent Oriya literary magazines, weekly newspaper The Bishesha Khabar and is the President and Secretary of a number of literary organisations.

A keen sportsman, he has played cricket, badminton and table tennis at club level.
