Mr. Panda has majored in scientific and technical Communication from Michigan Technological University, USA. Professionally he has been involved in Financial Restructuring and Sales.

Presently, Mr. Panda is serving as a Member of Parliament (BJD) in the Rajya Sabha from Orissa. He is a member of the Parliamentary Standing Committee on Energy; Member, Parliamentary Consultative Committee for Ministry of Finance; Special invitee, Standing Committee on Information Technology; and Special Invitee, Consultative Committee of Ministry of Communications and Information and Technology.

He is also a Member of Industrial Advisory Committee, Government of Orissa and Member, Board of Governors, Xavier Institute of Management (XIM), Bhubaneshwar.

Previously he has been associated with various prestigious bodies, such as Member, Export Advisory Committee; Member, International Chromium Development Association (ICDA), Paris; Kalinga Hospital & Research Centre (KHRC): Member Board of Directors; Vice President of Confederation of 100% Export Units (CEU); Director, Industrial promotion and Investment Corporation of Orissa Ltd. (IPICOL); and Chairman of Board of Governors of Technical Teachers Training Institute (TTTI) East, Calcutta.

Mr. Panda, who enjoys adventure sports, holds a Private Pilot's License (PPL).
