Mr. Seelam is a member of the Rajya Sabha from Andhra Pradesh. He sits on several important Parliamentary Committees. Since October 2004, he has served as a member of the Consultative Committee for the Ministry of Social Justice and Empowerment. He is also a member of the Committee on Provision of Computers to Members of Rajya Sabha, the Committee on Water Resources, the Committee on Energy, and the Animal Welfare Board of India.

By profession, Mr. Seelam is a civil servant. He has served in the Indian Police Service as well as the Indian Administrative Service. He has also been a member of Indian Audit and Accounts Service (I.A. & A.S.). Between July 2000 and May 2004, he served as O.S.D. (Projects), Government of Karnataka.

Mr. Seelam completed his B.Sc. and M.Sc. in Chemistry from Andhra Christian College, in Guntur and Andhra University at Waltair in Visakhapatnam.

Mr. Seelam is a social activist and is associated with many NGOs working in social sectors. He has traveled abroad many times.
